I believe 1 software version will allow you to program out of band. The other software versions would not. You will need the programming cable VPL-1. It has been a while since I programmed one, but I think it will drop power a very small amount. It is actually a cross band repeater you add to a mobile radio and will work with any radio. It is a nice little unit. Dean.
