Tim, There are no "Federal EOC" frequencies that I have ever heard of. This type of frequency is usually licensed by the municipality in which the EOC serves, be it a state, county or local government. Now there are "Interoperability frequencies" this maybe what you are thinking. There are several in VHF, UHF, 700 & 800 mhz. See here http://wiki.radioreference.com/index.php/Common_Public_Safety These still need to licensed by the municipality. In theory outside agencies should be able to communicate with you on these.
