I have a Mastr Pro repeater on 53.29 Mhz (51.59 MHz input) using the R-103
duplexer.

How many stages does your duplexer have?  That model could have 4, 6, or 8
stages.

Have you tried using a different antenna?  You might have an antenna problem.

The Mastr Pro transmitter is usually pretty clean.
