The time/date in the header can be anything. This is ignoring all that and letting the repeater controller use a fixed timeout period (after that, the weather receiver can be opened/closed by DTMF).
That SAMEgen thing looks interesting...only if there was a kit or even complete plans available (the code "snippet" in his abstract is exactly that).
