We page 17 volunteer fire departments on UHF through four repeaters with 17 different tones, all four repeaters use the same frequency, just different input pl's. The problem comes whenever any two repeaters is keyed at the same time. if they would use two different frequencies, you could easily cross patch the two repeaters on a central console and achieve the desired result without heterodyning. this happens to be how our deputies are operating right now over three repeaters on three different freq's. I'm sure that someone will tell you that the same freq can be used if the transmitters are carefully tuned and such, but realistically how long will they stay that way, anyway maybe you should consider the two freq option, as the sequential page gives a slight delay in someone getting the message. talk toyour frequency coordinator to see if it is a posibility, i got three vhf pairs to do the cross patching a little over a year ago, and it took about six months but it was worth it.
