This writeup might be helpful as it gives info on patching the RSS
and interfacing an external controller.

You can get the functionality of a PL R100 by taking your DPL R100
and programming it as a carrier squelch unit then add an external
tone decoder (such as a TS32) to it.  An external controller such as
a low-end NHRC, ICS, Scom 5K etc could combine the COR and
tone decode signals in whatever mode you want.
