No reason why it can't be fixed.   Question 1 is: do you 
have the diagrams and instructions to match the board? If 
not you'd need to post a "looking for" want message on Groups 
such as this. 

Second: Is someone willing to have a go at fixing the board 
or at least be talked through some basic testing after a 
questions 101 round here on the group? 

In reality, these circuits are not really hard to fix if you 
do the homework and are willing to put in the time. With the 
exception of ID circuits using Prom Chips, most people should be 
able to find parts allowing return of even vintage boards to 
regular service.
