I have been burned by PayPal several times. The real reason they put the "hold" on your checks or "hold" money owed to you has nothing to do with your ratings and little to do with security. Basically, they control billions of dollars in transactions ever month through EBay. By "holding" the money even a few days (typically 2 to 4 weeks), PayPal makes millions in free interest on your money (your interest, actually). There is little regulation in the industry and since EBay owns PayPal, they can pretty much do as they please with your money and you can just lump it. I'm a capitalist and I hate unnecessary government regulation and any form of socialism. However, I don't see any change soon as these guys are cozy with legislators.
