It's been a joint project of both companies since the beginning, but I doubt you'll see that in Marketing material from either one without digging a bit. My take is: The Japanese manufacturers needed an answer to MotoTRBO and could claim a new "standard" if two manufacturers both made gear. Externalities include the serious weakness in the Japanese economy, overall. Normally Japanese companies treat business as war, and wouldn't pair up to do something like this, which kinda shows their hand a bit and how nervous the other systems were making them both.
