Why don't you try to eliminate the interference before burdening the users
with CTCSS tone usage. Surely ZL is not that over crowded with RF that the 
general user requires tone access on HAM systems yet?
Is this input on/in a LIPD band segment.
When the ACMA compounded the bottom end of 430 MHz with LIPD, many repeater
owners pleaded to have the repeater pair moved up-band without any fees 
attached. We got our monies worth !!
You might like to expand on the situation so that other readers would get a 
better understanding of your problem.
