Don, The ARRL would be a good place to start on this, but it probably will have nothing to do with the FCC. PRB-1 requires reasonable accommodation by locals. It doesn't give hams carte blanche. If the family didn't dot the i's and cross the T's with the locals, which in many cases requires filing engineering data to support choices in foundation design and guying schemes, etc., PRB-1 won't help.
