I still wouldn't touch the button to TX unless you're certain you're bleeding out, or will otherwise expire in ten minutes without emergency medical care. For a customer? I wouldn't risk my business like that. If they can't show a letter from the licensee permitting them access to the system, and such access can't be verified with a phone call, no-go.
