In terms of the european union I believe some
people do not
know which rights they have about modifying a
piece of software.
Every person who rightfully has a piece of software on
his computer has a right to modify the software
in order to improve or test the software. It
does not matter what license the
software has. What you cannot do is distribute the
modified piece of software to others.
If instructions about how to reverse engineer
a piece of software gets around, people
are allowed to make it on their own
computer.
