I was thinking of making it a subproject of Replicant: - It would have its own mailing list - It would also have its own sub-project in Redmine.
As for the mailing list, you can also try and enable a new topic in mailman. As long as people are disciplined enough to use the relevant keyword in the subject or body, this makes it easy to follow or ignore that group.
