Let's say the forge allows a certain game repo with code (practical) and assets (nonpractical). - if the code is licensed under a free license but assets is nonsharing (eg all rights reserved) then A4 is satisfied but not A4-1 - if the code is under a sharing but nonfree license and the assets are under a sharing license then A4-1 is satisfied but not A4.
