It may be an SMTP problem, but reportbug should not allow non standard

Probably in a UTF8 locale it works as a charm, as I think it's the
expected environment nowadays.
Moreover, there were several locales/UTF8/unicode improvements in
reportbug since 3.2, so I believe we can close this report: adn feel
free to reopen (with a proper replication case) if it still applies :)
