As of now, reportbug is not "multi-packages aware", as shown here:
$ PYTHONPATH=. ./bin/reportbug -O pkg1 pkg2
Unrecognized token: ldap
Please report one bug at a time.
[Did you forget to put all switches before the package name?]
and there is no plan to make it aware of.
Additionally, I don't think it's useful to --template more packages
and have all be outputted to std{err,out}: --template is useful to
output a skel of a report, but just one.
That said, I'm closing this report.
