The subjects of some bugs are encoded with RFC 2047. The subjects
should be decoded by debbugs. But since no one is working on it,
maybe reportbug can decode the subjects itself. If not decoded,
the bug titles are not readable (e.g. #34, although it is still
skewed a bit after decoded.)
email.Utils.decode() can be applied on a title before creating a
hierarchy out of it.
