It might be a non-interactive step... it could be supplementary
information on the last screen displayed that confirms that the bug has
been sent.

It's an heuristic, it's not supposed to be fail-proof. You can even keep
the messages for all package, I don't know many people who would be
annoyed because supplementary people are watching/dealing with bugs.
