Since there obviously is a smtp-server to enable users which have not
configured email on their machines to report bugs, the server should be set
as default. 

This would enable reportbug to work straight out of the box.

Users which want to use their (configured) mailsystem may override this
setting.

Also, it may be a good idea to have the smtp-service running on port 80 to get
around firewall-issues.

No, the maintainer of the service specifically asked not to. See also
"reportbug.debian.org SMTP Host Service Usage Policy" in README.Users.
