I'd like to set the "mutt" option in my ~/.reportbugrc . However, I
share my home directory configuration across many systems, only a few of
which allow me to access my email with mutt.  Thus, I'd like to have a
--no-mutt option I can use to cancel the mutt option set in
~/.reportbugrc , so I can use the smtphost instead.

you can pass --mua='' on the cli and it will bypass any mua definition
and uses smarthost to send the report.
