Package: reportbug
Version: 4.12.6
Severity: minor

The comments in file /etc/reportbug.conf suggest that "emacs -nw" is the
default editor. However, with no editor entries in this file or in file
.reportbugrc, and with environment variables $EDITOR and $VISUAL both without
value, the default editor appears to be "/usr/bin/nano".

I don't see the connection: /etc/reportbug.conf is an "# Example
configuration file for reportbug(1)" as written in the first line, and
what it contains are just examples; 'editor' option is commented and
left there just as an example, as also explained by its manpage entry
for 'editor'

that's the default debian editor.
