I don't see the connection: /etc/reportbug.conf is an "# Example
configuration file for reportbug(1)" as written in the first line, and
what it contains are just examples; 'editor' option is commented and
left there just as an example, as also explained by its manpage entry
for 'editor'

that's the default debian editor.
