I have found this problem in report-bugs graphical interface (python-vte). I found it in debian wheezy, and debian-sid. I'm not sure if this is still 80% I haven't tried enough to test that statistic, but it is a significant amount. For example, when trying to report the package software-properties-gtk, it pulled up the list of bugs. My bug was not listed, so I clicked continue, and it just quit. I reproduced this again, so gave up trying to report it. I couldn't do anything to stop this happening. It happens at different stages in the reporting process with different programmes.
