given testing is quite used, I don't think that this problem is global to all the testing users, so I suspect there's something on your machine which make reportbug unable to send reports. As it seems, you're using the GTK+ interface: can you please open a terminal window and run "reportbug --debug" and report any error that is printed on the terminal?
