I would like to know if reportbug can be configured to send reports with google
2 factor authentication. I have tried modifying smtpuser/smtppassword in
/etc/reportbug.conf but it still asks me for the password.

No it's not possible to use the 2-steps authentication Google
provides, and there's no plan to support it: what we use is SMTP
authentication, which doesnt support a 2-phase auth. You can generate
an application-specific password on the Google account page and use
that for reportbug.
