This package includes Python modules which may be reusable by other
tools that want to interact with the Debian bug tracking system.
To actually report a bug, install the reportbug package.
I imagine that reportbug only supports debbugs, but this is mentioned nowhere.
The first paragraph seems to suggest that all Debian derivatives are supported,
which - whatever reportbug supports - is incorrect, since several do not have
any issue tracking system. I suggest:
Python modules for interacting with Debbugs

painless.
This package includes Python modules used by reportbug and which may be used by

tools that want to interact with issue tracking systems powered by Debbugs,

Actually, reportbug is a tool to format an email to be sent mainly to
debbugs, but it is not limited to it, and there are examples of
derivatives - like MEPIS (http://www.mepis.org/) - using reportbug and
customizing the packages custom bug script to deliver the bug reports
to theirs issue tracking system.
Thus I'm going to close as a non bug.
