If your SMTP settings are incorrectly configured, such that reportbug cannot send mail (for example, the wrong port is selected), then there's no way to save the details of the bug you have entered. After the connection fails, you are presented with the question "Do you want to retry" - "Yes" immediately retries with no other options, and "No" results in "Press enter to exit" with no other options.
