Dear Maintainer,

Currently `reportbug` directly asks for file a new bug when invoked without 
argument. Adding an switch to open a saved bug
report would allow the user to skip reading through the (rather unstructured) 
manpage and get started working much quicker
and more intuitive.

Currently there seems to be no way to open drafts anyway as reported in 
#328531, so this issue depends on introducing such a
feature (or making it work).
