Are you using the latest version of Config::IniFiles? This behavior is reminiscent of a very, very old version of the module (ca. 2001). On the other hand, it looks like there's a new version released in April by someone else. Try this from the command line:

   perl -MConfig::IniFiles -e'print $Config::IniFiles::VERSION'

able to read that folder and all subfolders/files?
