I did check the upstream documentation  and Doxygen does not appear to offer
an option to suppress timestamps in document types other than HTML.
I patched doxygen such that it has an option for not including
timestamps in latex called LATEX_TIMESTAMP. You can have a look at its
status in Bug#778490.
