Hi, according to #789843 in tex4ht, tex4ht currently causes 5 packages to fail to build reproducibly. Maria Valentina Marin provided a patch to fix this. I mentioned this to upstream at http://puszcza.gnu.org.ua/bugs/?277 and upstream fixed it in r164 of the tex4ht subversion repository.
tex4ht has been orphaned for over two years (see #738475) so this won't get fixed unless someone else makes an upload. I hope that someone from the reproducible build effort can find the time to upload a fixed version.
