Ah well there are already lots of assumptions here. The first being
that the systems timezone will match the geographic timezone or what
ever timezone the application intended in some way. For a global system
the choice of timezone is somewhat arbitrary.
Hence the desire to be able to explicitly state the timezone of entries
in the crontab.

IMO no. If a user wants this then they can list the TZ or any other
variable above each line.
