I just upgrade Resin 3.0.21 to Resin 3.1.0, and the html output encoding
is not set correct, browser (both IE & Firefox) cannot display
UTF-8-encoding html page correctly:

index.html with encoding "UTF-8":
<meta http-equiv="Content-Type" content="text/html; charset=utf-8" />
<body> utf-8 encoding text... </body>

Here is my trace log:

Resin 3.1.0 always add "Content-Type: text/html; charset=iso-8859-1" to
static html response but should not.
