Until you update the web site, this is what my resin current:
 <!-- define the servers in the cluster -->
    <server id="" address="" port="6800"/>

so I would expand above and put in
<protocol port="414" type="com.caucho.protocols.flash.SocketPolicyProtocol">

And that is where my cross domain policy is.
Part 2 of question is ... 
"/<path-to>/socketpolicy.xml" - is this path relative to resin home folder or 
my war file?

The <protocol> tag is a child of <server>.

I'll update the documentation in the example.  Thanks for the question.
