4.0.1 has a bug(Windows specific i believe) that's been fixed for 4.0.2 (not released yet)

According to the bug description resin should be starting fine when no watchdog is running. You need to manually shutdown the watchdog to start resin again.

For development purposes you can use console command

java -jar lib/resin.jar console
