requested.</p> <p>The Information Technology Division is seeking a Business 
Analyst to work with internal staff to optimize processes and improve quality 
for the design, development and maintenance of VDOT technical assets.<br>It is 
critical for a Business analyst to understand the operational systems of a 
client and what the client requires as changes to their existing systems. The 
Business analyst must translate those requirements into technical 
specifications to be used by internal staff to develop the system 
modifications; diagrams must also be prepared explaining the modifications so 
that both technical staff and executive management can understand what must be 
done. The Business analyst must propose alternative solutions that balance cost 
and benefit, and adequately test the possibilities for business and technical 
compatibility.</p> <p><strong>Responsibilities: </strong><br></p>
<p></p>
<ul> <li>Understand the operational systems of a client in order to discover 
and document required modifications in the form of User Stories to improve both 
business and technical processing</li> <li>Work with Product Owner to 
understand business requirements and be able to write them into Epics and 
derive required features from each Epic</li> <li>Create clear and concise User 
Stories for each Feature that are easy to understand and implement by the 
development team; Map stories to technical design specifications to be used by 
internal staff to develop the system modifications</li> <li>Identify and group 
related User Stories into themes, document the dependencies and associated 
business processes</li> <li>Assist Product Owner in maintaining the product 
backlog and progressive elaboration of features and User Stories</li> 
<li>Create conceptual prototypes and mock-ups</li> <li>Conduct Root Cause 
Analysis to identify system gaps and deficiencies that require a business, 
technical or blended approach for resolution  </li> <li>Diagram proposed 
modifications using architecture and data flow diagrams, so that both technical 
staff and executive management can understand what must be done</li> 
<li>Propose alternative solutions that balance cost and benefit, and adequately 
test a solution’s feasibility for business and technical compatibility</li> 
<li>Document current state processes where documentation is missing or out of 
date</li> <li>Collaborate with staff, vendors, consultants, and contractors as 
they are engaged on tasks to formulate, detail and test potential and 
implemented solutions.</li> <li>Perform Quality Analyst functions such as 
defining test objectives, designing test plans and test cases, and executing 
test cases (including regression testing)</li> <li>Assist Product Owners with 
testing the deliverables as needed</li> <li>Must be proficient in business 
process management concepts on BPM tools. Strong experience in creating 
business process models.</li> <li>Other tasks as assigned.</li> </ul>

<p><strong>Qualifications<br>Required:</strong><br></p>

<ul> <li>The candidate must have a minimum of 10 years of experience delivering 
business and systems analysis artifacts.</li> <li>5+ years experience as an 
Agile Business Analyst; strong understanding of Scrum concepts and methodology 
•    Experience organizing and maintaining Product and Sprint backlogs</li> 
<li>Experience translating client and product strategy requirements into 
application requirements and user stories •    Defining acceptance criteria and 
managing acceptance process with development •    Experience with large, 
multi-module systems  </li> <li>Microsoft Office products (Word, Excel, Access, 
Outlook, Visio, PowerPoint, Project Server)</li> <li>Application Life cycle 
management (ALM)</li> <li>The candidate must have exceptional written and oral 
communications skills</li> </ul>
