Description</strong><br><strong>Responsibilities:</strong><br>You will lead a 
cross-functional team to translate citizen and City government needs and 
technology directions into new or enhanced features and services for the RVA311 
platform. You will be a dynamic product owner familiar with the Agile 
methodology who will rally the team and work in a highly collaborative 
environment. You will help define story acceptance criteria, manage and 
prioritize the team backlog, and contribute to the overall team vision and 
roadmap.<br></p> <p>You will collaborate with internal partners. You will be 
exceptional at developing and nurturing relationships with key internal 
stakeholders in support of City of Richmond stakeholders.<br></p> <p>The 
successful candidate will be able to understand customer expectations; industry 
best practices; current gaps &amp; technical constraints; participate in 
developing the roadmap; drive requirements and ultimately partner with IT 
Delivery, Operations, city-wide teams (e.g. Legal, Budget) and third party 
vendors to deliver the optimal customer experience. As the RVA311 Product 
Manager, you will be responsible for communicating within the cross-functional 
team and on behalf of the team to stakeholders and executives. You will train 
City of Richmond end users on software and new capabilities. You will manage 
system access requests. You will write RFPs for future software product 
needs.<br><strong><br></strong></p> <p><strong>Sample duties:</strong><br></p> 
<p></p> <ul> <li>Responsible for defining scope of development for new product 
features and on-going feature enhancements including all management of backlog 
and project management activities.</li> <li>Engage closely with the engineering 
team to help determine the best technical implementation methods as well as a 
reasonable implementation schedule.</li> <li>Manages technology project 
deployments on behalf of the City Of Richmond</li> <li>Define product vision 
and OKRs (objective and key results) Determines Service standards and policies 
for platform and enhancements</li> <li>Follows and adheres to all governance 
processes and secures launch approvals.</li> <li>Writes and prioritizes 
stories</li> <li>Writes Requests For Proposals (RFPs) for future software 
products</li> <li>Manages trade-offs as well as definition of acceptance 
criteria</li> <li>Secures regulatory, legal and compliance approvals for new 
initiatives</li> <li>Works with vendor to track and prioritize product 
improvements</li> <li>Be a self-starter</li> <li>Conducts training on software 
and new capabilities</li> <li>Provides assistance to Operations and Technology 
to ensure client focus</li> <li>Manages system access Exhibit strong 
analytical, interpersonal, collaboration, communication (written, verbal, and 
technical), presentation, negotiation, influence and problem-solving
