**Skill Requirements:*

1. Coordinate and drive activities across the team they are supporting

2. Create technical requirements

3. Define tasks & detail

4. Manage resources and report resource status

5. Creation and review of required documentation


Lead technical resource activities

-Gather and finalize quotes for hardware and S/W

-Work with team members, and guidance from common strategy groups, to
determine team needs and costs

-Define activities and tasks for Team based on  SDLC policies

-Based on Business Requirements determine / manage development requirements

and components

-Manage creation of Functional and detail design deliverables


Skills:

-People management

-Project / tech lead experience

-Cross platform communication protocols

-Data bases - DB2, Oracle, .Net, Java, Business Process workflow toolsets,

IT Leads



Position Description:

Provide management leadership in the design, development and delivery of
technology-enabled applications, products and

services:
Manage, lead, contribute, and coordinate the specification and software
designs of new software development and

enhancement efforts, systems installations and software testing across all
technology areas.
Provide solutions to technical issues responsible for meeting development
schedules and ensure the delivered solution meets

the business requirements, technical specifications and design requirements.

Regularly leads in the technical assessment and delivery of specific
technical solutions.
Provides a team structure conducive to high performance, and manages the
team lifecycle stages
Responsible for the overall technical implementation of applications;
interact regularly with internal and external business,

technology, vendor contacts in support of the program
Manage and support the isolation and resolution of software issues.  Lead
root-cause analyses, communicate options for

resolution and provide recommendations to technology problems.
Duties include programming, IT support and technology communications
(written and oral across the program organization).

As a key member of the IT program organization, work closely with other
information technologists and group to produce

high-quality, IT-enabled applications, products and services on-time and
on-budget.
Responsible for detailed work breakdown structure,  for feasibility study
and implementation project,  for new environment and

application build, test, and deployment
Qualifications:
10+ years of professional experience in software architecture, development,
and testing and project leadership/management of

large cross organizational projects
Proven and demonstrable skills in the following job competencies:
Configuration management
Data management
Information management (architecture, design, systems integration, security
,SDLC concepts)
Team management / leadership with excellent interpersonal skills
Problem management
Expert technical skills in multiple technologies and platforms (ie: Java /
J2EE / .NET / WebServices, NT / AIX, MQ / XML /

SOAP, SOA, BPM,)
Excellent communication and organizational skills – written and oral
(ability to express and understand complex technical

concepts)
Excellent analytical skills with ability to diagnose complex technical
problems to root cause; ability to summarize prognosis

and impacts as appropriate to all levels.
Strong depth and breadth of technical knowledge to design and scope multiple
deliverables across a number of technologies
Strong coaching skills. Ability to step outside role confines and help teach
and enable team members
Expert with system & design concepts, and standards. Provide technical
expertise in terms of software usage, functionality,

performance, aesthetics, resilience, reuse, comprehensibility, economic and
technological tradeoffs.
