An IS Project Manager will lead technical and business teams on projects of
a complex nature with duties of planning, instructing, directing and
checking the work of other team members. They will facilitate
multi-organizational and multifunctional teams to develop and implement new
business processes, architectures, designs, and information systems that
meet security best practices. The IS project manager may gather and
documents system requirements and document designs for project teams. They
will establish budgets, schedules, and milestones, and determine a logical
flow for all project activities. They may develop planning, status,
reporting and change control methodologies for security projects. They will
identify, document and manage stakeholder expectations and project risks.
The IS Project manager will provide quality assurance review. They are
responsible for delivery of project goals and for ensuring that business
needs and issues are solved.

*Summary/Job Description:*

The Governor’s Office of Information Technology (OIT) is seeking a highly
qualified, assertive IT Disaster Recovery/Continuity of Operations Planning
Expert to develop disaster recovery/continuity of operations plans for some
of its critical systems.  Existing knowledge of the Colorado Benefits
Management System (CBMS) and PEAK systems is desirable. We are looking for
an individual to define and lead the workshops required to gather the
information needed to complete the Disaster Recovery Plan and Test
(targeted for July 2017).  The individual will also prepare the post-test
documentation including results, recommendations and updates to the plan
and test.



This position will be dedicated to the support of disaster
recovery/continuity of operations related activities/tasks as it relates to
the CBMS/PEAK systems.  The candidate will be required to develop Disaster
Recovery and Continuity of Operations Plans, and define exercises/testing
of the plans.  The state will be responsible for providing the candidate
with the business impact analysis and system back-up and recovery plans



The candidate must be reliable, competent, well spoken, and motivated, able
to take initiative, require little supervision, quickly grasp the needs of
this engagement and possess excellent writing skills.  Additionally, the
candidate will possess essential skills of business impact analysis, risk
analysis, disaster recovery planning, continuity of operations planning,
plan testing and exercising based on prior experience in these areas.  The
ideal candidate is also familiar with the state data centers and has prior
state disaster recovery experience.



*Job Responsibilities*

*Develop a Disaster Recovery Plan for CBMS/PEAK*

 In order to complete this work the candidate will:

·         Develop a Disaster Recovery Plan for CBMS/PEAK and associated
applications.  The state will provide the template.  The plan will be
delivered in electronic format that can either be shared or edited in a
secured shared document environment, such as Google Drive.  The plan will
contain steps/procedures for restoring/recovering/resuming the system.  The
plan will contain the following information at a minimum:

Ø  Introduction/Roles & Responsibilities

Ø  Disaster Response/Notification

Ø  Call Tree(s)

Ø  Recovery/Resumption/Reconstitution

Ø  Contact Information (includes primary/alternates for each)/Lines of
Succession

Ø  Recovery Requirements/Vital Records

Ø  Testing/Plan Maintenance

Ø  Appendix

·         Meet with the Subject Matter Experts (SME’s) of the systems
utilizing a workshop environment in order to gather the critical
information for the Disaster Recovery Plan.

·         Review a draft of the plan with the Disaster Recovery Team
Members (the team members will be identified during the workshop process).
During this review, walk through the process to identify and discuss
changes.  Once the final review has taken place, finalize the plans and
upload into the shared environment.

·         Author and send a communication to anyone with a role or
responsibility in the plan.



*Refine and improve the Continuity of Operations Plan (for the suites used
by the CBMS/PEAK team in the Pearl Plaza facility)*

 In order to complete this work the candidate will:

·         Review the Continuity of Operations Plan for the CBMS side of the
Pearl Plaza Facility location.

·         Tie into the COOP that was developed for OIT at the Pearl Plaza
Facility.

·         Conduct workshops/meetings with representatives to gather the
critical information for the Continuity of Operations Plan.  The plan
should be specific enough that agreements can be put in place for the use
of alternate state space, training labs, etc.  Plan and conduct an exercise
or test for the COOP.

·         Document the guidelines, support, and resources needed to resume
the essential/critical functions.



*Conduct an Exercise/Test of the CBMS/PEAK Disaster Recovery Plan*

·         Conduct several workshops/meetings to identify the test
objectives and the steps to be performed during the exercise.

·         Create a Test Plan that identifies the tasks to be performed,
pass/fail criteria and job responsibilities.

·         Define the exercises required to support the full testing of the
CBMS/PEAK Disaster Recovery Plan.

·         Document what needs to be included in the exercise and identify
the ideal timing. Separate exercises to test individual applications,
interfaces, functions or processes may be needed. The evaluation will also
identify the benefits of conducting the exercise in conjunction with the
annual mainframe Disaster Recovery exercise (scheduled by OIT for the fall
of each year).

·         Conduct the disaster Recovery Exercise in July 2017 and document
the results, findings, recommendations and updates to the plan and test.

 *Minimum Requirements*

·         Must have experience with developing a Business Impact Analysis

·         Must have experience with developing a Business Continuity Plan

·         Must have experience with developing and conducting a Disaster
Recovery Exercise for a large complex multi-system environment

·         Must have excellent planning skills

·         Must have excellent facilitation skills

·         Must have the experience required to articulate the resource
knowledge required to be in each work shop

·         Must have the management skills necessary to manage this work
independently

·         Must have an understanding of disaster recovery and business
continuity planning and testing in a cloud or hosted infrastructure
environment.



*Desirable Experience:*

·         Working knowledge of regulations and constraints that influence
the development of disaster recovery plans and exercises

·         Understanding of a government environment

·         Familiarity with the Colorado Benefits Management System and PEAK

·         Experience conducting a disaster recovery test for the state of
Colorado
