The Nevada Office of Vital Records’ current Vital Records System (VRS) and
ancillary interfaces and applications are currently hosted and supported by
a third-party vendor.  The purpose of this project is to replace the
cloud-hosted VRS and ancillary interfaces and applications with a new
cloud-hosted VRS.  The main functional purposes of the VRS are to accept,
process, store and report on birth, death, marriage and divorce records and
to provide and/or interface with other related applications such as the
mobile electronic death record system, physician-initiated death records,
early hearing detection and State and Federal mandatory interfaces for

The consultant will be engaged to define and document the business
processes, requirements, workflows and system interfaces that exist in the
current VRS; define and document the requirements to replace the entire VRS
system and interfaces; consult with other states to perform a gap analysis;
develop a Scope of Work; and develop a Request for Proposal (RFP) in order
to select a vendor with a compatible solution.

*Consultant Must Have:*

·           Bachelor’s degree from an accredited college or university with
major course work in computer science, management information systems, or
closely related field and seven (7) years of progressively responsible
professional IT experience relevant to the duties of the position which may
include systems and business process analysis and requirements gathering,
Scope of Work and Request for Proposal development, and/or applications
analysis and development, preferably three (3) years of which were in a
senior-level system and business process analyst position;

·           *A minimum of five (5) years’ experience gathering
requirements, preferably for health management systems, specifically
records or case management;*

·           *A minimum of three (3) years’ experience working within a
governmental organization;*

·           A minimum of two (2) years’ experience developing Requests for
Proposal (RFP) or Requests for Information (RFI);

·           The ability to work with vendors and State agency management
and staff to determine and document current and future system, interface
and business requirements;

·           The ability to develop a comprehensive Scope of Work, Requests
for Information (RFI) and Requests for Proposal (RFP) through the
successful collaboration with and coordination of activities between
internal and external stakeholders and vendors to determine and document
all requirements;

·           The ability to effectively utilize standard project management
tools to create and communicate project documentation related to systems
analysis and requirements; and the ability to communicate clearly and
effectively both written and verbally in English.
