My understanding was that the review protocol is really a protocol in the sense of "it captures and records the actual review meeting" - and if the meeting was 2:30 because the people discussed for 15 minutes whether they shall make a new appointment or continue then it's strange to record the review's duration as 2:15 in the protocol.
