This appears to be limited to setting the target-people attribute (possible  
the
target-group too). Below is the error you get:

Set target_people for rid=2276...
Error: server request failed...
         uri=https://reviewboard/api/json/reviewrequests/2276/publish/

         msg=You attempted to publish a review request that doesn't have an  
associated
draft.

So the steps to reproduce:
1. use JSON create API to create a ReviewRequest
2. use the JSON draft set API to edit target-people
3. attempt to Publish in the GUI -> ERROR

The only way I can then publish the review is to set the public attribute  
to 1 using
the JSON API and then publishing.
