New issue 860 by jamesdlin: HTML character entities get escaped again?
http://code.google.com/p/reviewboard/issues/detail?id=860

*NOTE: Do not post confidential information in this bug report.*

What's the URL of the page containing the problem?

What steps will reproduce the problem?
1. Publish a review request whose summary contains double-quote marks.
(e.g. "Foo")
2. Click the Review button.

What is the expected output? What do you see instead?
The title of the Review dialog literally says:

"Foo"

Looks like we're double-escaping?

What operating system are you using? What browser?
Firefox 3.0.5 on Windows XP x64 SP2

Please provide any additional information below.
