autopopulate the reviewboard version field

Google doesn't really give us a way to do this. When filing a bug, there
are two
individual templates (as far as users see -- developers get one extra). One
for bugs,
one for enhancement requests. These are just text blocks, and we can't fill
in things
there once the user selects what they want.
When VMware finally updates to the new version of Review Board, you'll see
the
version number in place of "beta."
