No, in many firms, IT department has a development server of Linux. And  
clients use
windows machine with Tortoise SVN. A checkout is taken on linux server so  
that common
code backup and other policies may apply, and used in windows using SAMBA  
server.

This is also good to avoid extra network traffic.

i think most of the IT departments operate in this scenario.
