Describe the enhancement and the motivation for it.
So currently filtering emails from Review Board is done in a sub-optimal
way (filtering by the subject). It would be much easier to filter messages
sent by review board if the emails that it sends contained some tags in the
email message header. The internal bugzilla at VMware does this and it
makes it very easy to sort out those messages.
