I kind of disagree. It may be interesting to allow RB instance admins to
turn off multipart-emailing entirely. That, I think, would be easily
possible.
I'm envisioning the following:
1.) Send multipart emails per default
2.) If admin configures instance with option "multipart emails off" only
plain text emails are sent and the admin is to blame if that's not to the
liking of users.
Why would admins want that?
* multipart-emails are more likely to get caught in spam filters
* increased size of each email - which may or may not be an issue
