New issue 2071 by [email protected]: A review should inform about any
binary files that may have been changed

Although binary files are not included in the diff, it would be helpful to
see them in the change list, so that reviewers knows about the change.
If for some reason a binary file is replaced in CVS, it may end up in a
release and cause damage.
This feature would provide an extra layer to prevent that.
