The same here. Slightly different steps to reproduce:
1) create review
2) add to reviewgroup
3) add to an specific reviewer
4) publish
the log contains a comparable error.
the error message give an clue it contain two , without any email adres in
between:
ERROR:root:Error sending e-mail notification with subject 'Review title'
to '"Jan Koprowski" <submitter@address>,,"Christina Hammond"
<reviewer@address>': need more than 1 value to unpack
