What's the URL of the page this enhancement relates to, if any?

Describe the enhancement and the motivation for it.
Allow the Submitter field to be changed for a bug. In a workflow where
ownership for a code review might change around, it would be helpful for
someone with admin rights to re-assign a code review.
What operating system are you using? What browser?
Ubutu Server 10.04, Chrome.
